JOB DESCRIPTION
: 
The main function of the expert will include reporting to the Team Leader, the Communications and Outreach Manager will be responsible for overseeing all aspects communications and public outreach for the SIGMA team and offices. They will lead on creating visibility, knowledge and learning practices, and building digital networks for SIGMA, ensuring organizational effectiveness by providing leadership on the programme’s marketing, public presentation, as well as internal communications methods and designs. The Communications and Outreach Manager reports to the Team Leader, but will work closely with the Finance and Operations Manager and other personnel from the central office.
RESPONSIBILITIES
: 
The responsibilities of the communications and outreach manager include, but are not limited to the following:
Communications Oversight
- Oversee all SIGMA communications methods;
- Assist in developing, and keep up to date, all communications and outreach policies, procedures, templates, and designs, and ensure that they are being implemented appropriately by the team – provide capacity building to team members as needed to ensure they can effectively implement SIGMA communications and outreach procedures;
- Lead on writing, editing, and reviewing public communication pieces;
- Oversee the use and adaptation of internal communication practices and policies;
- Maintain a database of key contacts and outreach points of interest to SIGMA;
- Prepare and post content for the SIGMA website and social media pages.
Outreach Management
- Develop and implement a creative, innovative and state-of-the-art integrated communications strategy with targeted messages for both public and private stakeholders demonstrating results, success stories, outcomes, and learning from SIGMA;
- Responsible for the creation of strategies for advocacy, influencing and stakeholder engagement including with private sector, NGOs, multilaterals, developing countries, and donors;
- Responsible for managing visual relationships with partner projects and organisations,
- Create an online presence for SIGMA and lead on any social media channels (e.g. LinkedIn, Twitter);
- Ensure consistency in branding and formatting of SIGMA outputs;
- Work with the core SIGMA team to steer programme outreach goals and targets.
Knowledge and learning
- The role will develop and implement an effective communications and knowledge management strategy, in full compliance with SDC policies and regulations, and ensure its integration with and support of other SIGMA strategies. This will include support to the development of an internal SIGMA communications and knowledge management strategy as well as external and client-facing communications and knowledge management products;
- Develop and disseminate knowledge products (e.g. case studies, success stories, etc.). This will involve identifying key messages, audiences, and channels (e.g. media), and should be built on a clear understanding of stakeholders, their interests and motivations concerning the SIGMA programme;
- Ensure internal lessons are circulated throughout SIGMAs regional presence, and across the teams frequently; Facilitate linkages, information sharing, and coordination between various stakeholders and other project partners;
- Promote learning and knowledge-sharing culture within SIGMA, focused on standards, quality assurance/ control and capacity development in the SIGMA programme Offices;
- Coordinate with other DAI programmes that are being implemented in the region – ensuring effective collaboration and learning.
REQUIRED QUALIFICATIONS
: 
Education:
- University/ Master or higher level or above on one of related spheres - PR, Business Administration, Communication and/or Marketing, Economics, Sociology and other.
Experience:
- 3-5 years of experience working in the communication sector;
- Experience of developing communications and knowledge products;
- Experience of developing content for websites;
- Experience of development content for social media channels (Twitter, Facebook, Instagram);
- Experience of working with MEL counterparts to translate achievements, KPIs, etc. into knowledge products;
- Experience in planning outreach events.
Qualification
- Participation in trainings and other capacity building for the above-mentioned aspects is an asset.

ABOUT
: 
The Swiss Agency for Development and Cooperation (SDC) has tendered the Sustainable Inclusive Growth in Mountainous Armenia (SIGMA) project in Armenia (Preparatory Phase and Phase 1, 2022-2026), delivered jointly by DAI and AM Partners. The project focuses on areas at higher altitudes in Northern Armenia, which face significant poverty due to their over-reliance on low-productive subsistence farming, with the view of supporting a diversification towards higher-value services and products and new markets. The overall objective of the project is: Poverty and inequality in mountainous areas are reduced thanks to higher incomes and employment opportunities through the environment and climate-friendly, inclusive rural market systems. The project follows a Market Systems Development (MSD) approach to support private sector development and growth in selected sectors. The Preparatory Phase started in December 2022.
