JOB DESCRIPTION : 

The objective of the assignment
As a result of the rise of the economy in the republic, the volumes of surface and underground water usage are constantly increasing. During the last decades, the essential increase in water use in the RA has had a rather negative impact on the quantitative and qualitative indicators of water resources.

USAID/Armenia Improved Water Management program will provide support to the RA Government in the process of capacity building for river basin management planning in Armenia.
Within the framework of the project, works will be carried out to update the management plan of the selected Southern basin area.
Within the scope of this technical task, the economic assessment of the Southern Basin Management Area will be carried out by the Economist according to the tasks presented below.

RESPONSIBILITIES :

1. Economic analysis of water use:
- Economic analysis of different sectors of water use;
- Application of cost recovery principles and analysis of water supply services;
2. Program of measures:
- Methodology of the program of measures and cost-effectiveness analysis;
- Preliminary cost estimate;
3. Prepare interim and final reports in Armenian and English languages;
4. Prepare PowerPoint presentations to the reports in Armenian and English languages.

Deliverables: The work of the first stage "Economic analysis of water use" (November 15, 2023-January 26, 2024). The work of the second stage "Program of Measures " (January 29, 2024-March 15, 2024).

Results-reports of work are presented in the following format:
a) Reports in MS Word text files;
b) Data and graphs in MS Excel spreadsheet files

REQUIRED QUALIFICATIONS : 

- Master’s degree in Economics;
- Expert-level experience in water resources management;
- Experience in an analytical role;
- Analytical mindset and good problem-solving skills;
- Good organizational skills;
- Excellent interpersonal skills;
- Work experience (minimum 10 years);
- Fluency in English and Armenian languages.
