JOB DESCRIPTION
: 
The Project Implementation Officer (PIO) will provide regular market research relevant to the SIGMA project to the core team. Working with the Private Sector Engagement lead, Team Leader, provincial leads, and the broader SIGMA project team, the PIO will inform on market trends within the agricultural and tourism sectors of Armenia that relate to the project for the successful technical delivery of SIGMA. Tasks will include market sector research and analysis; ecosystem mapping; report writing; identifying and helping to build market strategies.
RESPONSIBILITIES
: 
Responsibilities of the Project Implementation Officer include, but are not limited to the following:
Project Technical Delivery
- Analyze core and cross cutting markets across the key agricultural and tourism sectors selected by the Team Leader (TL) and Private Sector Engagement (PSE) lead;
- Collate existing research and analysis from non-programme sources as required for scheduled reporting, rapid-response briefs and deep-dives, monthly strategy meetings and contextual knowledge for other assignments, ensuring the programme has access to relevant subscriptions and portals, conduct analyses of incoming data;
- Support scoping of project engagement with private sector actors, or project stakeholders, for the purpose of specific research pieces or grant design;
- Identifiy potential partners - market actors and facilitating building relationships with them;
- Collaborate with regional officers, responsible for the general coordination of their activities;
- Responsible for the collaboration with PSE lead, and harmonization of activities;
- Contribute to MEL data collection and analysis;
- Support other team members by reviewing the data/ analysis collated by others and converting this into accessible briefs depending on the audience.
Programme Management
- Responsibly manage the market analysis contributions to key project report;
- Project management of assignments including identification of relevant experts, monitoring the status of assignments, coordinating peer-reviewers for assignments, providing technical feedback and comments, escalating risk etc.;
- Contribute to client deliverables and internal reporting as required;
- Manage the timely delivery of tasks, and respond to short-term needs from the project team.
Programme Reporting, Communication and Knowledge Management
- Directly contribute to project reporting and data presentation;
- Ensure effective communication of analysis findings to the team and stakeholders;
- Effectively manage research and analysis findings over a long temporal span.
REQUIRED QUALIFICATIONS
: 
The list of required skills and qualifications of the candidates include, but are not limited to the following:
Education:
- University/ Master or higher degree in Business Administration, Finance, Economics and/ or related fields or equivalent.
Experience:
- At least 5 years of experience and competencies in promotion and advocacy for private sector development with a focus on SMEs and innovative farms, understanding market trends and needs, including in situations with cross-border economic linkages;
- Demonstrated competencies in project cycle management (PCM) with similar mandates;
- Strong network with firms, and investors, and in agribusiness and preferably in rural tourism;
- Experience in Mountainous Armenia in Lori, Shirak, Tavush, Gegharkunik or the region is preferable;
- Relevant experience in Armenia and/or transition countries;
- Entrepreneurial experiences and mindset.
Additional requirements:
- Fluency in Armenia and English languages;
- Proven skills and demonstrated competencies and experience in communication, negotiation, and liaison in a multi-stakeholder environment.

ABOUT
: 
The Swiss Agency for Development and Cooperation (SDC) has tendered the Sustainable Inclusive Growth in Mountainous Armenia (SIGMA) project in Armenia (Preparatory Phase and Phase 1, 2022-2026), delivered jointly by DAI and AM Partners. The project focuses on areas at higher altitudes in Northern Armenia, which face significant poverty due to their over-reliance on low-productive subsistence farming, with the view of supporting a diversification towards higher-value services and products and new markets. The overall objective of the project is: Poverty and inequality in mountainous areas are reduced thanks to higher incomes and employment opportunities through the environment and climate-friendly, inclusive rural market systems. The project follows a Market Systems Development (MSD) approach to support private sector development and growth in selected sectors. The Preparatory Phase started in December 2022.
