DETAIL DESCRIPTION : 

DPI is soliciting offers from qualified individuals/individual entrepreneurs to provide written translation services for USAID/Armenia Justice Sector Support Project (address: "Piazza Grande" Business Centre, 10 V. Sargsyan Street, Yerevan).

Statement of Work
The Contractor(s) is required to provide written translation services (Armenian into English and vice versa) for the USAID/Armenia Justice Sector Support Project (JSSP), in particular, translating legal documents, reports, press releases, and other relevant materials as required. The Project intends to create a pool of translators whose services can be called upon as needed. JSSP reserves the right to call upon the services of individual Contractors depending on the type of services required, and the availability of the Contractor.

The Contractor must ensure efficient, timely, and high-quality translations, the usage of proper terminology (English and Armenian) based on the nature of documents, accuracy in language and structure, and maintain the confidentiality of all translated materials.

The Contractor is expected to perform terminology research to ensure the accuracy and appropriateness of all translations. The Contractor is also responsible for ensuring quality and accuracy of the entire document before submitting it back to DPI.

REQUIREMENTS : 

Required Services
- Provision of Written Translation Services
- Editing of Armenian texts

Technical Requirements
- Translators must have relevant academic qualifications and professional experience that demonstrates high-level proficiency in either or both written translation services and the editing of Armenian texts;
- Minimum 3 years of professional translation services;
- Experience in providing translation services for U.S. government agencies, multinational organizations, intergovernmental organizations, NGOs, United Nations agencies or similar is an advantage;
- Perfect mastery of the mother tongue (Armenian) and English;
- Knowledge and experience translating legal documents, and international development program documents are preferred;
- Good IT skills, experience in computer-assisted translation is preferred;
- Applicable certifications for translation.

Required Documentation

A. Technical Proposal

The bidder shall include the following in the technical portion of the quotation:
- Evidence of language proficiency in English and Armenian;
- Demonstrated past performance in delivering similar services;
- Resume of proposed Contractor(s).

B. Financial Proposal
- Fixed price quotation for the required service (per page, etc.);
- Rate per page (1800 character) with and without spaces for the output text;
- PowerPoint translation rates;
- Rush rates (for short notice translation requests), with the definition of what qualifies as "rush rates".

Questions and Clarifications
All questions and clarifications regarding this RFQ must be submitted in writing to [email protected] no later than 18 September 2023, 16:00 Yerevan time. All correspondence must provide reference to the RFQ number. Questions and clarifications that may be of interest to other bidders, will be circulated to all parties that submitted questions.

Quotations
Prices must be quoted as showing unit prices and total prices, with all relevant taxes included (e.g., gross amounts). Please note that DPI is VAT-exempt so VAT taxes should not be included in unit and total prices. Offers must clearly list all the items, indicate unit prices, quantities and total price. Quotations must be expressed as fixed price, in AMD.
